It was difficult to manage farms due to the shrinking popularity because of starvation and disease
Farms and government efficiency were then harder to manage
The romans used to the slaves to do their work because it was cheaper
This put many Roman people out of work
People were being asked to pay all of their years earnings in taxes
Rome had enormous problems. One problem led to another
They were not effective in solving their own problem

When people are desperately thirsty, they are willing to take the risk of disease by drinking water that may not be healthy.
For them, it's either risk infection or die from thirst.
